Owner Builder Permits and Construction Loan Preparation

Your building permit and construction loan are separate parts of getting a home built. A permit addresses the building authority's requirements. A loan review addresses financing. You need to plan for both, and an issued permit alone does not mean your loan is approved.

Owner Builder Loans AZ, LLC requires a building permit before the construction loan can close. You can start by completing our Qualification Questionnaire to discuss your project and receive an evaluation. That initial questionnaire is not a loan application or a credit check.

Find the Right Building Authority

Start with the city, county, or other authority responsible for the property. Describe your proposed home and explain that you plan to manage the build as an owner-builder. Ask for the current permit process and the documents required for your parcel.

The term owner-builder does not create a single nationwide permit or license. Forms, exemptions, and responsibilities depend on where you are building and the work involved. Confirm those details locally rather than relying on a general online checklist.

Prepare Questions Before Submitting Plans

Use these questions to organize your discussion with the building department and your design team:

  • What zoning, setbacks, access, or site conditions affect the proposed home?
  • Which plans, surveys, engineering documents, or energy documents are needed?
  • Does the project need separate grading, utility, septic, or trade permits?
  • Which work requires licensed trades, and what must the owner-builder submit?
  • What inspections are required, and how should they be scheduled?
  • How are plan changes handled after a permit has been issued?

This is a planning list, not a statement that every document or approval applies to every project. Keep the building department's instructions with your plans so each person working on the project has the same requirements.

Coordinate Permits With Financing

Allow time to address plan-review comments before choosing a loan closing date. OBL requires the building permit before the construction loan closes. The 12-month loan term begins when you sign the closing documents.

Keep copies of your issued permit, plans, Building Budget, and project information available for OBL's review. Ask the loan team for the exact application checklist. Gathering contractor quotes can improve your budget, although OBL does not require bids when you apply.

OBL can consider a project that has already started. That does not remove permit requirements. Tell the team which work is complete, what has been paid, and which approvals and inspections are in place.

Keep the Full Loan Requirements in View

Permit readiness is one part of a loan request. OBL's guidelines also include a minimum qualifying credit score of 700, maximum DTI of 38%, and maximum LTV of 70%. Required equity ranges from 30% to 50% of the construction loan amount, depending on the qualifying credit score.

The appraisal, income review, project costs, and other conditions must support the request. Ask OBL which documents it needs rather than assuming that a permit guarantees funding.

Separate Building Inspections From Loan Inspections

Building inspections are part of the process set by your local authority. OBL also reviews construction progress for lending purposes. A lender's inspection does not replace the inspections required by the building department.

OBL's draw process allows unlimited requests subject to loan and budget conditions, with upfront releases available in many cases. Ask the team how to coordinate draws for your work. The loan team can explain what it needs to process each request.

Plan for Changes and Completion

Before changing approved plans, ask the building department whether a revision is needed. Also speak with OBL about changes that affect cost, value, scope, or timing. Do not assume extra loan funds will be available to cover them.

Discuss insurance with your insurance provider and confirm the lender's requirements for your project. Coverage depends on the policy and circumstances. A blog article cannot determine whether a particular claim would be covered.

OBL's construction loan must be repaid. A separate refinance after construction requires its own approval. Ask your refinance lender which completion documents it needs and allow time to obtain them before the construction loan matures.

Common Permit Questions

Does OBL Require a General Contractor

OBL does not require you to hire one. You still need to meet the building authority's rules for your project and the trades involved.

Can I Use the Loan for Any Permitted Project

No. OBL's program focuses on new single-family homes intended as primary residences. A building permit does not establish that another project type is eligible.
