Lithium-Ion Battery Manufacturing Plant in India: 2026 Setup Guide

Planning a lithium-ion battery manufacturing plant in India? See the 2026 policy picture, cell vs pack models, the production process, approvals and setup steps.

Alithium-ion battery manufacturing plant turns cells and components into finished batteries or packs for electric vehicles, energy storage systems and consumer electronics. Setting one up means choosing between cell making and pack assembly, matching your plans to government incentives, and meeting strict rules on safety, pollution and hazardous materials.

Why Lithium Battery Manufacturing Matters in India Now

India imports most of the lithium-ion cells it uses, mainly from China. That dependence is the main reason the government has pushed domestic production. Electric vehicles make up the largest share of demand, and home and grid energy storage is growing alongside them. For manufacturers, this means a steady domestic market and a supply chain that increasingly rewards local value addition.

The Policy Picture in 2026

The Advanced Chemistry Cell Production Linked Incentive (ACC-PLI) scheme was launched by the Ministry of Heavy Industries in October 2021 with an outlay of ₹18,100 crore. Its target was 50 GWh of domestic cell capacity by 2026. Capacity has been awarded to selected beneficiaries, including Reliance New Energy, which secured 10 GWh.

Progress has lagged. A January 2026 assessment by JMK Research and IEEFA flagged an aggressive two-year installation timeline and high domestic value addition requirements, especially for firms without prior lithium battery experience. Incentives are also linked to sales, so a plant’s business plan should be built around both production and local content. Separately, the Union Budget for FY2025-26 exempted 35 additional capital goods used in EV battery production from basic customs duty, which lowers the cost of imported equipment.

Cell Manufacturing or Pack Assembly

There are two main models. A cell plant makes the cell itself, from electrode coating through to formation and testing. It requires large capital, dry rooms, precision machinery and technical depth, but it captures the most value and is what PLI schemes target.

A pack assembly plant buys cells and builds modules and packs with a battery management system, thermal management and enclosures. Capital needs are far lower and setup is faster. Many newer entrants start here, serving EV manufacturers, solar installers or telecom operators, and add cell capacity once demand and financing are proven.

How Lithium-Ion Cells Are Made

Cathode and anode slurries are mixed and coated onto metal foils, then dried and calendered to the right thickness. The sheets are slit and wound or stacked with separator layers. The electrode assemblies go into cans or pouches, tabs are welded, and electrolyte is filled in a controlled environment.

Cells then go through formation, where they are first charged to build the protective layer on the electrodes, followed by ageing, testing and grading. Moisture is the main enemy at every stage, which is why most of the process runs in dry rooms with very low humidity.

Pack assembly is simpler: cell sorting and matching, welding of busbars, battery management system integration, insulation, thermal management, enclosure fitting and end-of-line testing.

What a Plant in India Needs

Plan for four areas. First, land and utilities: industrial land with reliable high-capacity power and HVAC systems able to maintain dry rooms. Second, approvals: consent to establish from the state pollution control board, a factory licence, fire safety clearance, building plan approval and, if you handle electrolytes or solvents, hazardous waste authorisation. Third, people: process engineers, quality staff and trained operators, since small lapses in coating or moisture control show up as safety and performance failures. Fourth, equipment: check whether the machinery you plan to import is on the customs duty exemption list before you order.

Steps to Set up the Plant

  1. Prepare a feasibility study and project report covering capacity, product mix and cost of production.
  2. Decide on the cell or pack model and match capacity to confirmed buyers.
  3. Confirm incentive eligibility and the documents each scheme requires.
  4. Secure land, the power connection and environmental consent.
  5. Commission the dry room and utilities before installing production machinery.
  6. Install, calibrate and trial-run equipment, then move to quality certification and commercial production.

Frequently Asked Questions

Can I Set up a Lithium-Ion Battery Plant in India Without PLI Incentives?

Yes. PLI incentives are available to eligible beneficiaries but are not required to operate. Without them, the plant loses the sales-linked benefits, so the business case has to stand on its own.

What Is the Difference Between a Battery Manufacturer and a Pack Assembler?

A manufacturer produces the cells. A pack assembler buys cells and builds the module and pack around them. Cell production needs more capital and technical expertise.

How Long Does It Take to Set up a Lithium-Ion Battery Plant?

Timelines depend on capacity and model. Pack assembly units can often be commissioned in months. Cell plants usually take considerably longer because of equipment lead times and dry room construction.
