Fire Safety for Cold Storage Facilities — The Risks Most Operators Do Not Plan For

The majority of large cold storage facilities in India use ammonia refrigeration systems.

Most cold storage operators assume their facilities carry lower fire risk than ambient-temperature warehouses. Cold temperatures reduce the spontaneous ignition risk of stored goods. Humidity is controlled. The environment feels inherently safer.

This assumption overlooks the specific fire risks that cold storage infrastructure introduces — risks that standard fire safety planning does not address and that have caused serious incidents in cold chain facilities in India and globally.

Risk 1 — Ammonia Refrigerant Leaks

The majority of large cold storage facilities in India use ammonia refrigeration systems. Ammonia (NH3) is highly effective as a refrigerant — but it is also flammable in the 15% to 28% concentration range in air. A refrigerant leak in a poorly ventilated machinery room can create a flammable gas cloud that ignites from a single spark.

An ammonia fire is a Class B and toxic gas event simultaneously. Standard ABC dry powder extinguishers will suppress the visible flame but do not address the toxic gas hazard and do not prevent re-ignition from a continuing leak. The primary response to an ammonia refrigerant leak fire is immediate evacuation, gas system shutdown, and SCBA-equipped emergency response — not portable extinguisher use.

The practical fire safety requirement for ammonia machinery rooms is a dedicated emergency response plan, emergency shutdown valves, and adequate ventilation — supported by mobile foam fire extinguisher coverage at fire point locations for secondary suppression.

Risk 2 — Polyurethane Insulation Panel Fires

Cold storage panels are typically constructed from polyurethane (PU) foam between metal facings. PU foam is highly combustible and produces dense black smoke when it burns. A fire starting in a PU panel — from an electrical fault, a forklift impact, or a welding spark during maintenance — spreads rapidly along panel surfaces and produces smoke volumes that make visibility and evacuation extremely difficult within minutes.

Standard sprinkler systems may not control a PU panel fire effectively, because the metal facings of the panels obstruct water penetration to the burning foam underneath. Specialist fire suppression guidance for cold storage panel construction is required from the facility's fire safety consultant.

Risk 3 — Suppression System Limitations in Frozen Storage Zones

Standard wet-pipe sprinkler systems cannot be installed in frozen storage zones — water in the pipes would freeze and rupture the system. Dry-pipe or pre-action sprinkler systems are required for areas maintained at sub-zero temperatures, and these require specialist specification beyond standard wet riser installations.

For facilities with mixed temperature zones — ambient, chilled, and frozen — each zone requires its own suppression specification.

What Cold Storage Facilities Should Have That Most Do Not

Beyond standard NBC compliance, cold storage facilities need:

  • Ammonia leak detection in machinery rooms with linked ventilation and alarm systems

  • Emergency shutdown valve accessible from outside the machinery room

  • Dedicated CO2 or dry powder coverage in electrical and refrigeration plant rooms

  • A trolley mounted fire extinguisher at the main entry point of each storage bay for large-area response

  • Staff trained in ammonia emergency procedures — separate from standard fire drill training

Cold storage operators who have not reviewed their fire safety specification against the specific risks of their facility should do so before the next incident provides the prompt.
